Hudson County Purchasing Department

The Purchasing Department is responsible for the procurement of goods and services to carry out the functions of departments, divisions, and agencies of Hudson County government. Please register your business and choose from the list of commodities all that applies to your business. Once registered, vendors will receive an email or fax notification that a competitive opportunity, based on the commodities they selected, has been issued by the County and is available for review on the procurement portal. Registered vendors will then be able to view the opportunity and, if interested, print-out the documents and submit a response according to the instructions.


How to Do Business with Hudson County 
Bidders desiring to do business with Hudson County must be registered with the State of New Jersey.  Information on obtaining a NJ BRC is available by calling the Division of Revenue at (609) 292-1730 or Register for a NJ Business Certificate.
It is the sole responsibility of the vendor to obtain all Bid packages, RFP packages and RFQ packages and information.  It is also the vendor's responsibility to prepare their packages according to all instructions and return to our department at the time and place specified.

New Jersey Rules and Statutes
Our governing NJ State Statutes are found in NJSA 40A:11-1 et seq., the "Local Public Contracts Law". Accompanying regulations are found in NJAC 5:34 et seq.  Changes to our laws and regulations are frequently passed by the legislature, and therefore, will affect the operating procedures of the Purchasing Department.

Purchasing Department Quote/RFP/RFQ/Bid
The type of goods and services needed and the estimated total dollar amount of an order affect the procedures followed in our procurement policies.

Requests for Quotes
"Informal" requests for quotes may be submitted by mail or fax, for purchases or services exceeding $5,400.00 but less than the current bid threshold of $36,000.

Requests for Proposals (RFPs)
RFPs are used in certain circumstances such as "Fair and Open" contracts.  Such procedures differ from regular bids and quotes.  RFPs are advertised on the County Website, The Jersey Journal and/or The Star-Ledger simultaneously at least 20 days prior to the receipt date, and will be read in public at the advertised place and time.

Requests for Qualifications (RFQs)
RFQs are used in certain circumstances to qualify vendors.  Such procedures differ from regular bids and quotes.  RFQs are advertised on the County Website, The Jersey Journal and/or The Star-Ledger simultaneously at least 10 days prior to the receipt date, and will be read in public at the advertised place and time.

Requests for BIDS
"Formal" bids, exceeding $17,500, publicly advertised on the County Website, The Jersey Journal and/or The Star-Ledger simultaneously at least 10 days prior to the receipt date, and will be read in public at the advertised place and time.
